Pay Us For These Million Dollar Ideas
While it is noble for people to contribute ideas for no compensation, I believe that you are likely to get greater participation and more quality ideas by rewarding great ideas with MMT money.
I see three top ways to encourage participation. The first two ways are contest-oriented. Number one is a prize awarded by the MMT for the idea it judges to be the best. Number two is an award for the best idea as voted by the Oregon public. The third means of encouraging participation is a flat-out sweepstakes wherein a winner is chosen at random from all contributors.

Pluses and minuses:
#1 gets the best ideas as seen by MMT. It may stifle an idea popular with other Oregonians.
#2 encourages increased participation but may invite the "most popular kid gets elected" syndrome. Most popular may not be the best.
#3 would garner the most idea submissions, but it could reward frivolous "suggestions". On the other hand, you never know what creative ideas might be sparked by seemingly frivolous suggestions!
