July 14, 2010 – Submissions to Meyer Memorial Trust’s Ideas4Oregon campaign are now closed, but you can still browse the ideas.
The campaign came about because Meyer Memorial Trust wanted to help change the contagious pessimism in Oregon and jumpstart action that would again make our state a place where ideas begin and grow. But we needed your help. We asked you to tell us what you think is the most pressing issue facing Oregon that an investment of up to $1 million from MMT could provide meaningful support and leverage over the next two years. We wanted you to give us your best ideas about the form that support and leverage might take and closed submissions July 13, 2010.

Oregon Energy Systems and Technology Research Administration (OESTRA)
Oregon needs to exploit its unique position as a lead state in developing clean energy. We have already invested billions of tax dollars to attract companies to develop our renewable resources. However, we invest almost nothing to develop a world class talent pool that will provide the innovation and technical skill necessary to make our state the ‘go to’ place for renewable energy education, research, and innovation for the foreseeable future.

Broadband for All Oregonians.
Leverage all existing public and non-profit networks, plus partner with private networks, to offer and deliver high-speed broadband (i.e., fiber, cable, and/or wireless) to every person in every corner of our state. MMT can play the leadership role in helping bring together the many parties to achieve this critical objective, which has significant implications for education, business, commerce, communication, and human services.

Help Start Businesses!!
Having been an entrepreneur and businessman for most of my adult working life, I believe in the hard working private sector. Perhaps a string of grants in the amount of $50,000 or more for well researched, creative entrepreneurs looking to start new businesses or expand their current business could help stimulate our economy in Oregon!

Good to Great
You ask what Oregon's #1 problem is. It's unemployment. $1 million should be able to encourage some great business thinkers (like Jim Collins of the aforementioned book) to move their think tanks here. In return, Oregon would receive: national attention of the right kind; sound advice on the ground level; a workable economic vision for the future; and a host of smart entrepreneurs as well as extra venture capital. Just spare us the Richard Florida types.

Algea Farms = fuel & Earth friendly products = $ = jobs = community resources.
We propose algae farming to create fuel and other valuable products. Oregon could easily become a leader in this rapidly advancing technology. No other resource has as much potential for making oil. Algae removes CO2 from the atmosphere at a higher rate than any other living organism, it removes pollutants from water, it can be used for fertilizer and livestock feed, and it can be converted into fuel! Micro-enterprise, screened non-profits to manage, best-practice plan, uniform training and criteria
$1 million is not a lot of money, so the idea of a large start-up is not possible. The choice of how to use this money should be based on the LONG LASTING benefit to the greatest number of people and significantly increase their sustainability, long term self-suffiency, and ability to "pass it on" to affect those around them in their community. All-Oregon Beer Ingredients
Oregon wine is already famous world-wide. And now, Oregon's craft breweries and homebrewers need help growing, manufacturing and distributing the ingredients for our famous craft beers. Most important is the lack of malting facilities in Oregon -- there are many malted barleys and grains used in beers, and although they can be grown here, I don't know of any facilities to malt them here. We grown our own yeast, grains, hops and other ingredients. This is the last piece to the all-Oregon beer puzzle.

A Public/Private Partnership to stimulate and support Oregon exports to add & create new Oregon jobs
Many Oregon companies have products that can be sold overseas but are unable to reach foreign customers because of lack of funds and/or knowledge about the export process. Various public agencies (ODA; OBDD, Port of Portland) have export promotion programs and experience in foreign markets to which these companies and products can be introduced through trade shows and other venues, but not the funds to support attendance. Small amounts of money can subsidize these companies and lead to new business and new jobs. Some examples have already proven the concept, but additional funds are needed for expansion.

Start a campaign to encourage State, County, City and Citizens to look first at Oregon products
A lot of products are produced in Oregon for construction, infrastructure upkeep, cheese, wine, beer, lumber, etc, etc. Put our people back to work, Buy local if available first. I Manage a manufacturing plant and have 75 people with families on lay-off.

Study, Summarize, and Promote
Split the money 3 ways:
~$300K for a marketing study and compilation of existing data of non-Oregon PERCEPTIONS about Oregon with respect to commerce, liveability, etc. - Find out what the non-Oregon investors, industrialists, corporations, bankers, etc think of Oregon.
~$200K to bring heads of Oregon commerce and government up to speed on the results with distribution and various public presentations (we're still not talking about solutions, only helping Oregonians understand how the rest of the world sees us). New Minternet (i.e. Mobile-Internet) - based EC Systems will enable towns, cities and counties around the world to: (1) reduce traffic congestion and many other transport-ation, energy and environmental problems; and (2) create a wide variety of new business, employment, education and recreation opportunities for local residents, at a low cost to both users and taxpayers.

Enterprise Facilitation versus traditional economic development in rural communities
I’ve just finished a feature-length article for the Cascade Business News on Maupin’s recent “ micro-enterprise successes.” Micro-enterprise meaning that people with passions and skills were provided with the coaching/mentoring/resources necessary to see their dream of becoming an independent business owner become reality. R&D Think Tank in Each University, College, and High School.
MMT could help link them to Oregon Entrepreneurs Network and Oregon Innovation Council, among others, to promote creation/collaboration/competition, plus foster, support, and reward ideas for new products, goods, services, solutions, and other intellectual property. Statewide Physical Infrastructure “Idea Generator” Competition.
MMT would begin and support a statewide campaign (i.e., physical and virtual) to tap brains and creativity of all Oregonians (including existing and new private, public, and non-profit organizations) for ideas to be used in physical infrastructure projects, both proprietary and open source. Seek support and advocacy from statewide groups, e.g., Associated Oregon Industries, Associated General Contractors, Oregon Community Foundation, Oregon Solutions, Foundations for a Better Oregon, Cascade Policy Institute, and Oregon Center for Public Policy, among others. Create a 1-2 year temporary program offering clean tech internships to Oregon's unemployed grads
So many bright, well-educated graduates from our universities are unemployed or underemployed. Meanwhile, many entrepreneurs and small businesses are working to develop new clean energy, energy efficiency, green building materials and other clean tech technologies without the resources they need to achieve market success. If we leveraged the networks of many existing organizations, we could easily place unpaid or stipend-based interns (think Americorps scaled back) at these companies. These grads get resume-building experience and these businesses access inexpensive human resources for 6-12 months and get closer to market launch, adoption, or penetration or private investment they need to become self-sustaining…

Small farm investment
Develop a business model that provides the diversity necessary to support a revenue stream ( csa, growers market, farm 2 school), while benefiting from efficiencies of specialization. Could include start up capital for collaboratives, mobile meat processing, capital matching funds, OHP for farm workers, CSA tax credits, tax incentives for organically improved soil fertility, HS/ college student internships, school district incentives for farm 2 school progrems.

Teach Oregonians how the profit motive makes us all better off
Fred Meyer’s big idea (his retail stores) made Oregon consumers better off, and generated profits for himself, which he then donated to help future generations through MMT. MMT should encourage future Fred Meyers by using its $1 million to teach Oregonians the value of the profit motive and how it makes both sides of economic transactions better off. This could take the form of finding the best curricula on the free enterprise system (or creating such a curricula) and encouraging its adoption in public and private schools throughout the state.
